Did you try to modify the templates yet?

/YOURDOMAIN/dotlrn/admin/portal-templates
or
/YOURDOMAIN/admin/site-map/
subfolder: (+)dotlrn/ [set parameters] will let you change "default_user_portal_applets" and stuff like that.
