I would like to OCT to review Clarification of Upgrade milestone criterion and either vote on the spot or TIP to decide which level we will hold ourselves to for 5.0RC1.

It would be useful to review the reference platform too; unless it is clear already and I missed it.

I updated the reference platform thread with current info/links in case the core team wants to review it tomorrow.
