I've just compiled version 1.10 (22nd of December 2008) of Win32-OpenACS: an actual native Win32 port (no Cygwin, no VMware) of OpenACS.
This new version contains upgrades od TCL/TK, XOTcl and PostgreSQL, in particular it consists of the following components:
