The Join a Community link should have an s added to its URL to work.
The Join a Class link has an anchor that is missing on the page.

The classes admin page has the confusing header "All Terms" - I
propose a change to Classes - and the context bar also suggests we are
looking at terms not classes.

The join classes link works if there are classes to join and you add an "es" to its URL. However, these join links should only be displayed if there are actually classes/communities to join.

peter: i've fixed the invalid anchor references.  we are looking into the UI improvements you mention.
