Hi,

For some odd reason Main Site Parties group is not created during a
install.  I have a package that depends on this group.  So on a fresh
install of OpenACS my package was not able to install properly.

When I do a select * from groups Main Site Parties are not there.
After visiting /admin/groups and do a select again its there.  This is
a bug or is this the real design?

In our internal installation documents, since we really didn't had
time to even look at it, we made it mandatory to visit the groups
page after a fresh install, before any other step :)

I am not sure where its best to fix this.  But after installation of data model and before finishing the install process this proc must be called subsite::configure.
