Although John Ousterhoust worked at Sun Microsystems for some years, Tcl did not come out of Sun. It was created much before that when Ousterhoust was a professor at UC Berkley. So Sun had nothing to do with the initial development of Tcl AFAIK, although I think Sun engineers worked on it while Ousterhoust was there.
