As stated in my last post, I'm actually in agreement with your idea to have the "<master>" tag first check for a package local master, then a system-wide master. And, now that I think of it, it may want to check for a directory-local master first.
My only concern (and it's admittedly minor) was what I mentioned above. I can't think of any good examples, but I also can't say that a developer won't want to do something similar in the future for reasons unknown. Perhaps your context parameter would solve the issue.
So, we now have a proposal to change the default behavior of the "<master>" tag to check for a package local master (maybe even a directory master first) followed by the system-wide master. Where do we go from here?
