Until I changed it a couple months ago the openacs-4/readme.txt file also said "This is an early development version of OpenACS 4.x.  Production use is NOT recommended."  So I could see how someone might not be too enthusiastic about building a site on the 4.5 release...

This is still in the 4.5 tarball.
