AOLserver 4.0 beta 2 is missing a few of the AD13 i18n features - e.g. charsets.tcl procs - but Mark Page has corrected that in CVS for inclusion in 4.0 beta 3, which should be out soon. Also, nsopenssl doesn't work with AOLserver 4.0 yet, but Scott G. is updating it.
The management of AOLserver recently switched over to a "Core Team" consisting of 3 people from AOL and 4 from the community. An OpenACS-ready 4.0 is one of their goals.
